City Manager Art Noriega is pleased to announce the promotion of David E. Gilbert to the role of Director of the Department of Human Services. Mr. Gilbert holds a bachelor's degree in Early Childhood Education from Florida A&M University and a master's degree in Executive Management from St. Thomas University. His educational background reflects his passion for educating others, and that has defined his career spanning over two decades in the workforce and economic development.

Prior to joining the City of Miami, he was the Assistant Director of Programs at CareerSource South Florida,where he managed a substantial budget of over $20,000,000. His outstanding achievements include being recognized as the Regional Employee of the Year by both the Local Workforce Development Board and the State of Florida, along with his distinction as the Center Manager with the highest performance in Miami-Dade County.

Mr. Gilbert demonstrated his dedication to promoting social responsibility during his prior role as assistant director in Human Services. As he assumes his new role as Director of the Department of Human Services, we warmly welcome Mr. Gilbert and express our confidence in his ability to significantly benefit our community. His progressive transition in workforce services, and his commitment to excellence make him an asset to the city.
